Update broken links in READMEs #348

Due to VMware to Broadcom rebranding, several links in sample READMEs are currently broken.

For example, at https://github.com/SteeltoeOSS/Samples/blob/latest/Connectors/src/PostgreSql/README.md, "VMware Tanzu Platform for Cloud Foundry" links to https://docs.vmware.com/en/VMware-Tanzu-Application-Service/index.html, which redirects to an empty Broadcom page. This could be replaced with https://techdocs.broadcom.com/us/en/vmware-tanzu/platform/tanzu-platform-for-cloud-foundry/10-0/tpcf/concepts-overview.html.
