I fixed the issue by using curl -L and using a different sourcefourge url:
Here are the things I updated in the dockerfile-

ENV DOWNLOAD_URL http://downloads.sourceforge.net/project/suitecrm/suitecrm-7.1.6.zip

RUN curl -L "${DOWNLOAD_URL}" > $DOWNLOAD_FILE &&
