Is your feature request related to a problem? Please describe.
Before publishing rai on pypi, we need to refactor the current ROS 2 packages into pure Python packages.

Describe the solution you'd like
Remove ROS2 files such as package.xml, move dependencies to rai-deps(?) package. Add pyproject.toml to the refactored packages.

None
