Move documentation from docs / wiki to GitHub pages.

Describe the solution you'd like
GitHub pages documentation with better UX.

Describe alternatives you've considered
Developing further on wiki and repo docs, but determined it is a worse UX.

Additional context
Documentation for RAI is essential as it is a framework for developers.
