Transition to ITK Remote Module

The following tasks are required to smoothly transition PCT to an ITK remote module

• Add initial transition introduced in https://github.com/SebGoll/PCT/tree/pct_itk_module
• Setup CI pipelines as introduced in https://github.com/SebGoll/PCT/tree/tmp_CI_python
  • Requires Fix compilation of remote modules that depend on RTK in github python builds workflow RTK#679
  • Requires BUG: Remove existing IPP directory before moving InsightSoftwareConsortium/ITKPythonPackage#287
  • Requires Update REAME.md and fix pixi init issue InsightSoftwareConsortium/ITKClangFormatLinterAction#16
• Clean/Reorganize unused files (e.g. applications files remaining in the root folder that are using Geant or ROOT)
  • Geant
  • ROOT
  • gate
  • Scripts (folder, bash, python)
• Add documentation + ReadTheDocs
• Add commit hooks / SetupForDevelopment

Thanks @LucasGandel. I believe point 2 is addressed now.
For point 1, can you submit a pull request to ease the review process?
Is point 3 in our (@acoussat and me) hands?
Points 4 and 5 are in yours, right?

Thanks @SimonRit. I wanted to get the CI pipeline running before open the MR, which I just managed to do.
The idea would be to have a green pipeline before working on point 3.
I'll open dedicated issues to make the pipeline green (e.g. warnings on windows, IPP mac os update)
We will take care of 4 and 5 but that should not impact compilation.
