[META] ABI/API changes before V19 final release #174

This ticket links to all other V19 tickets that may change the ABI (binary interface) of the library, or are related to such changes:

API changes:

rename PaStreamParameters::hostApiSpecificStreamInfo to hostApiSpecificStreamParameters #92 rename PaStreamParameters::hostApiSpecificStreamInfo to hostApiSpecificStreamParameters
