actually, this is the intended behavior. The reason was only to activate it when the wallet is actively cold staking (has p2cs utxo that are part of the mining process) and not only when the cold staking screen is visible.

Seconding @furszy 's response; the "light" under the icon would only become visible when the wallet is actively attempting to stake P2CS UTXO's, similar to the Staking icon's behavior.

Light under the Cold Staking icon is still OFF, although wallet is actively Cold Staking. 1000+ confirmations on multiple delegations. Using the latest build from master.
