I encountered an issue while working with Docker container from within GitHub Actions workflows:

allow overriding workdir for container jobs actions/runner#878

I started tracking this upstream GitHub actions/runner issue (probably) in May 2021, (probably) for OpenDRR/riskprofiler-cms:
