Investigate whether DVC is a good alternative to Git LFS

There is a new tool called DVC (short for Data Version Control) which might help us with large CSV data in the long run. It is written by data scientists for data scientists to solve very similar issues that we are having. We'll see if it is a good alternative to Git LFS in the long run.

FYI: I had stopped working on dvc packaging due to bulky unpackaged python dependencies.
