Dump Manual SME TDAMM Classifications into COSMOS

Description

The manual classifications provided by the TDAMM team for model training should be considered truth values within the SDE. We want to crossreference all of those ~470 urls and make a dump that can set them as manual values for each of those collections within COSMOS.

Remember that it is unlikely all 470 will actually be present in COSMOS to take these values...half aren't even NASA, some will not have been indexed, etc.
