issues with the HP Windows Mixed Reality Headset VR1000-100 and window mixed reality and steam vr

So I have issues with many games on wmr and steam vr, it seems like both are fighting for openxr, it really shows on into the radius 2 and a few other games where if I set steam as the main open xr it runs better, but I for some reason have to use the windows portal and all it does is cause issues, I have the open xr toolkit. there's issues with the controller and many of the guides in here don't specify any fixes. If theres anything I need to provide for trouble shooting I will do so.
