New users with star permission

I am not sure if nowadays is possible but could be interesting to manage more permissions to new users, tags, star a photo

Both of them have been implemented in v5, See #2035 available soon (TM).

I am planning to add a few more capabilities (pick, reject, more star rating) in the future.
