reusabledata.org could be a source cc @kltm

note the obo schema doesn't really work well here

even for simple base KGs that are ismorphic transforms not clear licenses should always propagate
aggregate KGs inherit the most restrictive of their licenses

For now maybe keep it simple, eg for SPOKE just link to
https://spoke.rbvi.ucsf.edu/docs/licenses.html

in theory of we have metadata about which sources and which mappings go into a kg we can reason from reusabledata.org
