Distributed debugging

This is more of a place-holder issue for myself to not forget about this: at some point we (VS Code) will want to add support debugging of distributed setups. I have no idea what a design for that might look like at this point, and whether it would even involved things here in JuliaInterpreter.jl or be entirely handled in DebugAdapter.jl :)
