maybe the ship has multiple antennas and some were already deployed?

I think I solved the mystery: KSP always prefers a direct connection if one is available, even if it's weaker. When the antennas were not deployed, the connection was routed through a relay with very good signal. Then when I deployed the antenna, a direct connection to KSC became possible, but at a weaker signal strength.
