Create test for FBMaintenanceManager limbo transactions with multi-site transaction.

Currently tests only with single transactions. I haven't identified a way to create multi-site transactions using Jaybird, so a workaround would be to have a backup of a database with a known number of multi-site transactions in limbo.

Creating a backup will of course not work, as those won't include limbo transactions. I will remove target versions from this as it isn't very important.
