Home page redesign

The home page could do with a redesign. Some of the following should be considered.

1. A graphical backdrop or banner. It should be lightweight (<400kB) but visually appealing, and work well with the logo and title across it, both in the default presentation, and with browser extensions that force dark/light mode.
2. More prominence for upcoming competitions, and perhaps more details about upcoming competitions. See https://www.ukca.org/ for an example of a home page that gives a clear and concise overview of upcoming competitions with good information. All of the additional competition information should be available from the WCA API and competition WCIF. This might need some API work to proxy and it would probably be a good idea to hit the API once when new competitions are added. But we might need to occasionally check for schedule updates. Maybe in the daily cron jobs?
3. Something to advertise provincial rankings or records, and a call to action to encourage people to set their province to appear in the rankings.
