Probe cores not receiving hard drives

Probe cores from at least CRE and Taerobee aren't getting hard drives added to them, which prevents them from collecting science. I haven't tested to see if this applies to more probe cores, but I do know the core provided by the base mod has a hard drive.

I think I've figured out the issue. Probe cores in the starting node aren't getting hard drives. This is because the starting nose is Tier 0 and the config only adds hard drives to probes in Tier 1 and above. I'll do some experimenting to see if any other cores lack HDDs, and I'll submit a pull request with a fixed config file.
