At the moment you're still reliant on other Bitshares clients for creating a bitshares or testnet blockchain accounts.

Cloud account sign ups.

.bin account sign ups.

Premium account sign up.

Account creation itself requires blockchain fees.

Creating an account via Beet/BeetEOS has not been tested, they too don't allow you to create a new account.
