Subsistence is being completely redone, and gonna be working both completely different from vanilla Vic3.
This is primarily describing subsistence salvaging, but the same is basically true for subsistence farms and hunting.

  • Subsistence has zero meaningful output.
  • Wastelanders are basically not getting taxed.
  • Wastelanders consume basically no resources from the market.
  • Subsistence buildings require only Wastelanders.

This is the normal situation.

There is a new law type called "Wastelander Policies" with new laws.

Wastelander Policies Description
Waster Isolation Default, used by basically everyone.
Waster Trade Makes wastelanders produce extra goods. Political, administrative penalties
Waster Taxation Taxes Wastelanders (vanilla land tax), requires Bureaucracy and other laws.
(Waster Assimilation) Extreme penalties/disabling of Subsistence buildings.
(Waster Exploitation) Exploitation, used by raiders and such. Changes a bunch of things.

(The last two are only hypothetical for now)

also fixes subsistence typo; merges subsistence farms and salvage into the subsistence group, for now; makes wastelanders lives a bit more rough
