all water buildings and PMs working with localization in the game. Needs some drastic balancing of course, and still missing images
using the new tech scripted effects, merged JKT into THB file, partially as a test
changes workforce ratio, and things like infrastructure and urban population thresholds in line with #68, also adds some taboos to religions
